The Netherlands is grappling with a severe housing crisis, particularly impacting its younger population. Addressing these issues necessitates a comprehensive strategy that integrates local, national, and European policy initiatives. This multifaceted approach was the focus of the recent Deliberative Democracy Days, held on May 27 and 29, 2024.

During these events, a detailed "before & after" poll was conducted among participants using an online questionnaire. The survey, comprising 15 questions, was designed to capture changes in opinions and knowledge regarding the housing market challenges faced by young people in the Netherlands. Out of the initial 32 respondents, 24 completed both the pre- and post-surveys, providing a reliable dataset for comparative analysis.

The questionnaire collected demographic data and assessed participants' expectations, current housing situations, knowledge of the housing market, and opinions on potential solutions to the crisis. This methodology facilitated a robust measurement of shifts in participants' views, offering valuable insights for recommendations aimed at public authorities, policymakers, and other stakeholders.

Key findings from the survey highlighted significant concerns about housing affordability and availability. The diverse respondent group, representing various demographic backgrounds and housing situations, expressed an increased awareness and altered opinions following the deliberative meetings. The majority
of participants called for more social housing, stricter rent controls, and enhanced supervision of the housing market. There was also considerable support for targeted housing solutions for young people, such as affordable student housing and innovative models like container homes and tiny houses. Many emphasized the importance of treating housing as a basic necessity rather than a profit-driven asset.

Based on these insights, fifteen strategic recommendations were formulated to improve housing affordability and accessibility for young people. These recommendations span specific housing policies and broader economic and social measures, all aimed at fostering a more equitable and sustainable housing market
for the younger generation.

The suggestions include policy and regulatory changes, such as increasing social housing stock and implementing stricter rent controls, as well as community and environmental initiatives. The collective input from the respondents underscores the necessity of a coordinated and multifaceted approach to tackling the housing
crisis.

Following the deliberative exercise conducted in Amsterdam from May 27 to May 29, it is more crucial than ever to maintain engagement with stakeholders, continue research, and monitor the long-term impacts of implemented policies on the housing market. By fostering ongoing dialogue and collaboration, policymakers can ensure that the housing needs of young people are met and that sustainable solutions are achieved, addressing the deep-rooted challenges within the Dutch housing market.
